Francis McNutt, in his book HEALING prefaces his remarks with these words: "The best point of view, I think, is to see that 'God's normative will is that people will be healed, unless there is some countervailing reason."

The bible tells us that we are to go and heal the sick From this one would conclude that God wants the sick healed.

The bible also tells us that if he calls us to do it he will see that it is done. He who calls you is faithful, who also will do it  1 Thessalonians 5: 24

• Worship the LORD your God, and his blessing will be on your food and water. I will take away sickness from among you,(Exo 23:25 NIV)
• For I will restore health unto thee, and I will heal thee of thy wounds, saith the LORD; because they called thee an Outcast, saying, This is Zion, whom no man seeketh after.Jer 30:17
• Then shall thy light break forth as the morning, and thine health shall spring forth speedily: and thy righteousness shall go before thee; the glory of the LORD shall be thy rereward.(Isa 58:8 KJV)
• Behold, I will bring it health and cure, and I will cure them, and will reveal unto them the abundance of peace and truth.(Jer 33:6 KJV)
• Turn again, and tell Hezekiah the captain of my people, Thus saith the LORD, the God of David thy father, I have heard thy prayer, I have seen thy tears: behold, I will heal thee: on the third day thou shalt go up unto the house of the LORD.(2 Ki 20:5 KJV)
• I have seen his ways, and will heal him: I will lead him also, and restore comforts unto him and to his mourners.(Isa 57:18 KJV)
• I create the fruit of the lips; Peace, peace to him that is far off, and to him that is near, saith the LORD; and I will heal him.(Isa 57:19 KJV)
• Come, and let us return unto the LORD: for he hath torn, and he will heal us; he hath smitten, and he will bind us up.(Hosea 6:1 KJV)
